HOUSE RESOLUTION NO. 25

Talbott, Manuel, Whitman, Linch, Stewart, McGraw, Mezzatesta and
Oliverio)
Urging our Congressional representatives, and more particularly,
the Honorable Robert C. Byrd, to persuade the United States
Fish and Wildlife Service to require the first willing
sellers in the proposed Canaan Valley Wildlife Refuge to be
the Monongahela Power Company and the Western Pocahontas
Land Company.
Whereas, At the present time there exists a proposed Canaan
Valley Wildlife Refuge locate and situate in the Canaan Valley;
and
Whereas, To complete the proposed Canaan Valley Wildlife
Refuge it will be necessary for the United States Fish and
Wildlife Service to acquire certain parcels or tracts of property
now privately owned; and
Whereas, It is in the best interest of the citizens of the
United States of America and the citizens of the State of West
Virginia that no more than fair market value be paid the owners
by the United States Fish and Wildlife Service; and
Whereas, In order to ensure that no more than fair marketvalue is ultimately paid to willing sellers, it is necessary that
the first two willing sellers be Monongahela Power Company and
Western Pocahontas Land Company; therefore, be it
Resolved by the House of Delegates:
That our Congressional representatives, particularly the
Honorable Robert C. Byrd, persuade the United States Fish and
Wildlife Service to require the first willing sellers in the
proposed Canaan Valley Wildlife Refuge to be the Monongahela
Power Company and the Western Pocahontas Land Company; and, be it
Further Resolved, That the Clerk of the House of Delegates
is hereby directed to forward a copy of this resolution to each
Senator and Congressman of the State of West Virginia.
